Puducherry is a union territory and was ruled by French government before India became independence. During this period, the marriages were registered/conducted in the local bodies. The procedure is still followed in Pondicherry. Civil marriages and Declaration marriages are two types of marriages that are conducted in Puducherry.

Civil Marriages

Civil marriages in Karaikal, Mahe, Yanam in Puducherry are conducted in local bodies itself. The Renoncant Indians who obtained the family name during French regime can register their marriages if the bride is over 15 years of age and the bridegroom is more than 18 years. The consent of parents and permission of Law Department is needed for such marriage registrations.

French nationals also can register their marriages in Puducherry with the consent of their parents and they also have to submit bachelor certificate. This certificate is to be obtained from French Embassy situated in Pondicherry. Indian nationals can register their marriage when the age of bride and bridegroom is 18 years and this registration needs the consent of parents. Bride and bridegroom who are over 21 years can register their marriage even without consent of their parents.

Declaration marriage

Marriages that are solemnized in places other than the registrar offices such as temples/Kalyanamandapams etc can also be registered in Puducherry if the bride and bridegroom have completed 18 years and 21 years respectively. They have to obtain progidar certificate with two witnesses.

The procedure of registering a marriage in Goa normally is completed in two stages. Between the two stages there shall be a waiting period of 10 days including Sundays.

Stage 1 of marriage registration

Stage 1 of registration of marriage in Goa requires the presence of both the bridegroom and the bride, parents of bride if she is below 21 years. Birth certificate of the bride, bride groom, residence certificate of both the couple and Rs. 50 are to be submitted along with the application for registration of marriages in Goa.

Waiting period between stage 1 and stage 2 can be waived by taking special permission from Delegado in Goa. This is usually done in only unavoidable circumstances. This may sometime be not good for the parties because if the bad antecedents of bride/groom are found in the waiting period, they can stop proceeding with the registration of marriage.

Stage 2 for marriage registration

Stage 2 is the actual registration of marriage in Goa including in major cities such as Panaji, Mapusa and Margao. The presence of bride, bridegroom and two witnesses is necessary for registration of marriage. If advised at the declaration stage, parents. Interpreter and additional witnesses shall also be present at the time of marriage registration. Marriage certificate is issued after the process of marriage registration is completed.

Roman Catholics opting to get married in churches in Goa need to come to the registration office only once. They should personally check whether their marriage papers reached the Civil Registration Office.
