With the turning of new century, there has been demand for high standards in administration. For this, new implementations in governments’ financial and planning sectors are to be made. Recognizing this importance government has appointed Y. K. Alagh committee in 2001.

This committee has suggested that syllabus should be in accordance with the job needs for civil services aspirants. Based on that, they have made some suggestions also.

Optional subject should continue in preliminary stage.

General studies paper should be changed into Civil Services Aptitude test. It should contain questions on basic knowledge, problem solving, analysis and data interpretation.

Optional should not be present in main test.

Four compulsory papers should be present in mains. They are sustainable development and social justice, science and technology in society, democratic governance, public systems and human rights.

Second governance improvisation committee has confirmed the necessity to give importance for subjects suitable for civil servants.

This committee reported has suggested the following:

Compulsory papers should be present in mains. They are Indian Constitution, Indian Justice System, Indian Financial system, Indian Political system and others.

Entrance into civil services should be present from both the stems of 1) after intermediate or 12^th and 2) after degree.

First stream :

Candidates who completed their intermediate or 12^th are selected through competition test.  Then all the candidates will appear for civil services test. Candidates who perform well are selected. Other candidates will be awarded graduate or PG degree under public policy.

Second stream:

Candidates who complete degree are admitted into bridge course in selected universities under public policies. After getting trained in that course, they can appear for civil services test. Candidates can enter civil services based on their performance in that test.

UPSC is trying to implement new amendments in civil services exam according to the suggestions made by Alagh committee and other committees. First step for it is introduction of civil services aptitude test in preliminary from 2011 onwards.

Any one of the two options can be present as the new amendment.

First procedure:

According to Alagh committee, two objective type papers can be present in the preliminary test. Optional Subject carries 300 marks while the aptitude test carries 200 marks.

Second procedure:

According to P.S. Bhatnagar, the following two objective type papers can be present in the prelims. Civil services aptitude test carries 300 marks while the general studies carry 300 marks.

UPSC is supposed to select any one of the above procedures and releases notification in the month of May – June. Regardless of the procedure chosen, civil services aptitude test will be present in it.
Changes in Mains

There is a chance to make new amendments in the civils main test basing on Alagh committee and other committees. UPSC can propose to introduce a compulsory paper from humanities in mains, according to French model. But these changes cannot be implemented in the near future.

Changes in the exam pattern will be a matter of worry for the candidates who are preparing from a long time. It would be easier to adapt to the new system if the candidates are psychologically ready to accept the changes. The following tips are to be followed by the candidates aiming for civils.

• First of all, these changes in the civils exam are in proposal stage only. UPSC is expected to announce the implementation of the new change formally. If the changes were to be in effect from 2011, UPSC will declare it before June of this year. If UPSC doesn’t release notification, the present system will be continued.
• After attaining basic knowledge, civil aspirants need to get deeper in to the topic and have to understand the law behind each provision. Till now the candidates continued to ask ‘what’, now they have to ask ‘why’?
• Candidates should transform from descriptive type of study to explanatory type.
• Every civil aspirant should develop interest in government functioning and social problems.

Andhra Pradesh state government has decided to conduct practical examinations of intermediate in jumbling method from the 2010-11 academic year onwards. As like theory exams, practical exams are also going to be conducted in the college other than the student studies. This decision has been made to avoid malpractices. The steps that are required to conduct practicals in jumbling method are to be taken even from the commencement of the academic year. Every college is supposed to have fully equipped laboratory. Those colleges which fail in this aspect are warned by the officials in the regard of recognition of that college.

Increased prices have spread to management education also. ISB also follows IIM which provides management education in India. It has hiked the fee for one year PG program in management studies.

ISB which has increased the tuition fee and admission fee 2009 also increased it in 2010. Owing to the increasing salaries to the teaching staff and other expenses, management studies institutions are increasing the fee of the courses and they are supporting themselves in regard of fee hike in order to provide quality and maintain standard of education.  ISB dean says that the fee is not hiked but altered according to the recession.

ISB has increased the fee by Rs. 80, 000 for the students admitted in 2010-11 academic year. Earlier it was Rs. 14.5 lakhs and now new fee is Rs. 15.3 lakhs.

Rs. two lakhs has to be paid as admission fee along with tuition fee. There is no change made in this aspect.

ISB aspiring candidates should necessarily stay at their premises only. Accommodation, books, laptop, food and other expenses are increased from Rs. 2.66 lakhs to Rs. 2.9 lakhs.

Total expenses for PG of management studies in ISB increases from Rs. 19.16 lakhs to Rs. 20.2 lakhs.

Nearly 70% of the students studying in ISB get loans for the courses. Banks and other institutions provide loan up to 95% of the expenses of tuition fee, accommodation, food and other expenses. They are charging nearly 8% interest rates. Banks which provide loans to ISB students include HDFC bank, SBI, Union Bank of India, United Bank of India and Credila Financial Services.

100 scholarships

ISB provides 100 scholarships for financially backward and meritorious students. Each student gets scholarship between Rs. one lakh to Rs. 3.5 lakhs. ISB gets into agreements with the companies and making sure that the students get scholarships. HSBC, Novartis group, Citi banks and other companies are helping the students. Recently pass out students of degree will not be admitted into ISB. Only those who have work experience will be allowed to study at ISB. ISB provides facility to pay the fee in two installments. In 2010-11 also, same number of students as like last year i.e. nearly 560 students, have got admitted into ISB.

IIM burden

To meet the expenses according to the sixth pay revision commission, all the IIMs except one or two have increased the fees for students of 2010-12 academic years. Benguluru IIM is the first one to hike the fees. Other IIMs also have taken up this path. Totally 7 IIMs are present in India – Ahmedabad, Lucknow, Indoor, Kolkata, Shillong, Benguluru and Kozhikode.

Merit basis in CMC, Ludhiana admissions
Admission into MBBS, BDS, B.Sc Nursing, BPT courses are got based on merit. A bond or agreement has to be signed stating that they should work at least two years in the society run hospital or institute. Candidate aspiring to do MBBS here should have minimum 17 years of age as of December 2010. Foreign students of Indian origin can also apply but there is a different application for them. Candidates having at least 50 % marks in the Bi P C subjects of intermediate are eligible to get admitted into this course.

Written test will be in the month of May. It is conducted from 10 am to 12.30 pm. Bible test for Christian students is conducted on the same day from 1 pm to 1.30 pm. In the main test, along with physics, chemistry, biology, there will be multiple choice questions on aptitude test also. There will be 50 questions in each division. Bible test will be in English. 50 questions are asked in objective form.

MBBS, BDS aspiring candidates should get at least 50 % marks in the general aptitude and other subjects together. Christian students should get 50 % marks in the Bible test. This bible test marks are not included in the merit. In the case of same marks tie between students, physics, chemistry, biology aggregate marks, marks in biology, higher age are considered.
