All the vehicles in India shall be registered with the registration authority to be allowed to run in public places and the transport department of Meghalaya is the concerned authority to be approached for temporary registration, vehicle registration, change of address in registration certificate, transfer of ownership, NOC, re-registration, duplicate registration of vehicles etc.

For temporary registration of vehicles in Meghalaya, the motor cycle owners should apply to the authorities along with documents such as address proof, sale letter etc. Vehicle need to be produced before the authority for inspection. Temporary registration is valid for a period of not more than 30 days.

For registration of new vehicles in Meghalaya, application shall be made in Form 20 enclosing Form 21, 22, 34, address proof, insurance certificate and sale letter. The vehicle will be registered after paying the motor vehicle tax and prescribed fee. A registration mark is assigned for the vehicle. For renewal of registration certificate in Meghalaya, application has to be made in Form 25 along with supporting documents such as insurance and registration certificate.

If the motor vehicles registered in other states are kept in Meghalaya for a period more than 12 months, application shall be made to the registering authority in Form 20 along with documents such as registration certificate, original registration in Form 28, insurance, police certificate, address proof and valid tax.

If the original registration certificate is lost, a duplicate registration certificate is issued in Meghalaya when the application form is made in prescribed manner along with the police report. If the registration certificate is damaged or defaced, duplicate certificate can be applied for and the original registration certificate is surrenders. Application for obtaining duplicate registration certificate in Shillong, Baghmara, Tura in Meghalaya shall be made in Form 26 and this should accompany the registration certificate details, 3 copies of passport size photographs, taxes and police report.
