What is phone orderly | Orderly System to pass on quick information

The Orderly System is in practice in the police department from the year 1861. According to the section one under order 382, of the Andhra Pradesh manual, the orderlies are to be used only for the phone and postal orders. It is mentioned in the police manual that some of the employees are to be recruited under the orderly section to pass on the information regarding the emergency services to the officials during the time when they are in the observation camps. This is called as the phone orderly.

To perform these duties, the department had appointed one head constable under the officer, who is in DGP cadre, three IG’s, three DIG’s, two SP’s, one additional SP’s. It is clarified in a survey that some of the fourth class employees are to be appointed specially to pass on the information to the officials from home itself regarding the phone and postal. The same procedure is been followed and implemented n some of the states. The governments of Orissa and Bihar had taken measures to ban the orderly system.
